Arizona's top gay rights organization is urging Gov. Jan Brewer to veto a bill passed by the state senate that would make it difficult for gay and lesbian couples to adopt children.

SB1188 would mandate that a married heterosexual couple be given priority consideration to children seeking adoptive parents and foster homes.

Equality Arizona board chairman Tom Mann expressed his disappointment with the bill Tuesday afternoon.

"Adoption decisions should be made on a case-by-case basis, according to what's in a child's best interest," he said in a statement. "Each case is unique. For example, adoption authorities may have the choice between placing a child with a beloved single aunt -- or complete strangers."

Mann said he feared the bill could ultimately lead to children being placed in "a home that is not in their best interest."
