Stan Penfold, the executive director of the Utah AIDS Foundation, becomes the first openly gay member of the Salt Lake City council on Monday.

In a feature story in Saturday's Salt Lake Tribune, Penfold said that he thinks the city has done a "remarkable job" on social issues and that he doesn't intend to become a lightning rod for gay rights. His focus, he said, will instead be on social issues such as affordable housing and improving neighborhoods' quality of life.

In November the city council passed two gay rights ordinances, banning employment or housing discrimination based on sexual orientation or gender identity. They will go into effect in April.
