A senior Senate Democrat said Tuesday that he wants to use a major defense policy bill to expand federal hate-crimes laws to protect gays, bring troops home from Iraq, and force Baghdad to pay more toward reconstruction costs.
Congress has dropped legislation that would have expanded hate-crimes laws to include attacks on gays after it became clear the measure wouldn't pass the House, aides said Thursday. The bill, sponsored by Sen. Edward Kennedy, was widely supported by Democrats and even some moderate Senate Republicans. But because it was attached to a major Department of Defense policy bill that would have authorized more money for the Iraq war, many antiwar Democrats said they would oppose it.
Key conservative measures, including restrictions on transgender health care and reproductive health benefits, was dropped from the final $886 billion defense bill.
GOPers like to say they “support the troops,” but when it comes down to it, they don’t support certain troops.
Far-right lawmakers want to use the bill to target access to abortion, gender-affirming care, and more in the military.
House Republican Steve Russell amended a federal defense spending bill to include provisons for discrimination against LGBT workers on religious grounds.
The first out transgender person elected to office in Montana invoked a recent attack on someone the attacker claimed was trans in support of her bill outlawing the panic defense.
The bill, which must be reconciled with the Senate's version, also would make it easier for LGB veterans to upgrade their discharge status.
“Republicans love to claim how they support our troops in one breath, just to turn around and vote to discriminate against them with the next,” said Rep. Mark Pocan, chair of the Congressional Equality Caucus.
The House version of the National Defense Authorization Act includes bans on trans health care, Pride flags, drag shows, and more.
Fights are likely over individual appropriations bills as well.
