The proposed legislation would also ban the display of Pride flags by government agencies.
Trump is "prepared" to sign a spending bill to prevent a federal shutdown, but he will also declare a national emergency.
Sens. Kirsten Gillibrand and Susan Collins will try to block the ban through an amendment to the defense spending bill.
